| ULI Technical Assistance Panel: Downtown Conference Center The Miami Downtown Development Authority commissioned the ULI Southeast Florida/Caribbean District Council to convene a technical advisory panel that would examine the issues surrounding the development and operation of a conference facility in downtown Miami. The TAP process is not intended to result in final actions. The process brings together experts in relevant fields to work at a relatively high level of abstraction with existing information, speak with a few key stakeholders, identify critical issues, dismiss approaches that clearly are not appropriate, and recommend steps to define and validate actions that appear, on the basis of available information, to create an opportunity to achieve the objectives of the client (in this case, the DDA).
